Abstract

Policy and Loyalty: The Case of the Revolt of British Conservative Backbenchers in the 1990s.

The present paper explores the problematics of intra-party loyalty in the British political system, building upon a case study on the revolt of Conservative backbenchers during the parliamentary ratification of the Maastricht Treaty (1992–93). Analysis of the “Maastricht rebellion” sheds light on several significant aspects of the British political system and political culture, including the system of whips, cross-voting patterns, legislature-executive relations, the phenomenon of backbenchers and the role European integration as a topic in the domestic political debate.
