Abstract

Prague in 1989-1990. A Transition from People´s Administration to Democratic Self-government.

This article describes the situation in the city administration of Prague after the events from the November 17 1989. The changes which took place in the first days after the Velvet revolution were unexpected, nobody was prepared, there was no theoretical concept how to handle them. The article shows the first negotiations between the communist-set city government and the shortly after November 17 established Civic forum about the personal questions and about governing the city. At this time appeared many ideas how to change the city government organization – the model from 1861–1939 period was found as the best. Consequently it served as the theoretical mould for the city-government-law from the October 9 1990.
